Those who plan travel to the US from the Visa Waiver Program countries should note that the ESTA has been implemented from August 1. It is likely to become mandatory from the beginning of 2009. Details are given here:
Basically it asks for the same information as the I-94W, but with better explanations (such as their definition of "moral turpitude").
It is modelled after the Australian ETA system which has been there for a few years. This may make life a little easier for VWP travellers, although (as in the case of B1/B2 visa) the final decision to let you in will still made by the CBP inspector at the port of entry.
