B2 Visa Travel and Insurance

My mother is travelling to SFO on Sep 27 from TRV in Emirates.
Please let me know whether 1hr 55min layover in Dubai is enough for the transit?
While returning back to India, she will carry my baby (1yr10months) with her, so 1hr 55min is OK for transit during that time?

Then I want to take Insurance for her.
But our local hospitals do not accept (I had my own previous experience) Inbound, Sevencorners, or any Indian Insurances like (AIG, ICIC, Alliance, etc)
So, please suggest me some Insurance policy which supports pre-existing conditions.

It is a PPO plan and there are many doctors and hospitals in the network. You would just show the insurance ID card to them and they can bill directly.

For the persons below the age of 70 years, it will cover acute onset of pre-existing conditions.
