Visitor Visa Appointment in Delhi Embassy for a Tamil Nadu Resident

I am trying to get an appointment for my in-laws to travel to the USA in mid-February '06. They live in the state of Tamil Nadu. The Chennai consulate has no lates till end of March '06. I heard that if the applicant is proficient in English and has not previously been refused a Visa, he/she can apply in Delhi. I also confirmed this from the following link:

It says urgent (but not emergency). Has anyone done this (applying Visa in Delhi even though they reside in a different consulate's jurisdiction)? If so, was there any problem in getting Visa? Should we provide any document to substantiate that the applicant needs to travel urgently?

I think urgent is also considered an emergency situation. However even if you go to other Consulates you need to proof your urgency. If you do have an urgent situation they may consider.
