Visitor Visa for my Wife

HI ,

My wife travelled to India couple of months back due to family emergency. I filed my h1 extension now and cannot file it premium. My wife visa got expired, Is there any way i can bring my wife to US with vistor visa( note: i dont have approved notice now)

If so what are the ways and procedure to apply.
