Visa issuance Procedure at Mumbai consulate

1) My brother has a interview at Mumbai consulate on Tuesday Nov 25. If the visa is granted when is the earliest/latest he will get the passport? He is planning on leaving Mumbai airport on Nov 29 to come to US. Is it possible?
2) I heard that consulate sends the passport by bluedart. Instead is it possible to pick it up from consulate to avoid delay?
2) Is interview in Marathi possible? Is there anything special one has to do to get the interview in Marathi? Is it interpreted interview or the interviewer himself/herself speaks the local langauge?

2. No. Can not pick up in person.
3. Marathi possible. Interpreted interview. Actual interviewer is American officer and he can't speak Marathi.
