Tourist Visa for Mother - Unique situation

Hi

I wish to apply for a tourist visa for my mother. It was denied once in 2002. What is unique in my case is - i was adopted by my Grand father when i was a child. So legally, my mother is now my sister on paper.

We are not sure if this was the reason for earlier denial. I had returned to India and we did not pursue it further. Now that i am in US again, i wish to try again now.

Does anyone have any suggestions on the best way to approach this.

What's the name of your parent in your passport?

The parents name in my passport is my Grand parents name who adopted me. They are my mother's parents, so my mother also has the same names as parents in her passport
