US visa from country not your own

Can someone, as a South African citizen currently working in the UK, apply for a US tourist visa from the UK or a European country. Would a US embassy in Europe or the UK reach out a US tourist visa to a South African citizen?

Yes.. It is possible to apply US visa in a country other than the country from which you hold your passport.. But, you need to check the website of the Embassy at which you plan to apply for the visa to see if they accept applications from Third party nationals.
