Extension Fee for parents

Is the $370 fee both of them together or is it 370 * 2 for both of them?
Do I have to fill two seperate I539 forms?

There's i539 and i539A. You have to fill both as there's 2 applicants. You fill i539 for one applicant and for any additional you need to fill up i539A.
To be able to pay one fee for both you will need to file by paper as online is only available for one person or you can file online for each person separately and will need to pay the fees twice.
I will be filing shortly for my parents too.
