Question about insurance for visiting parent

Hello,

My mother is a green card holder and is visiting US. She will be returning to India in December 2017. As it is already past the date for purchasing insurance through ACA, I am trying to find a visitor insurance plan for her.

I understand that there is restriction on most of the plans available on Insubuy as they provide insurance outside the US. How about Patriot America Plus? Does it provide insurance for green card holders?

How is primary residence determined for green card holders?
She is 65 years old and will be residing in Michigan. Her start date is 4/22/16 and return date is 12/6/16.
