Visitors insurance card question

I am interested in purchasing a traveler's insurance plan, however I am concerned about how the card and official paperwork will be delivered. I am already in Germany and need the forms to apply for a residents visa. I need to apply for the visa by the end of the month and therefore need not only the application to be approved, but also the card in hand as soon as possible. If it isn't possible to have the card is there a electronic form which would be mailed as a proof of policy which i could use for my application? Please let me know as soon as possible.
