Urgent Indian Passport Under Tatkal Scheme

Tatkal scheme of Government of India allows getting Indian passport on an expedited basis on payment of an additional fee. No proof of urgency is required for Out-of-Turn issuance of passport under the Tatkal Scheme. The applicant’s personal appearance before the officer at the Regional Passport Office is required to apply for a passport under the Tatkal Scheme. If the passport is issued under the Tatkal Scheme, post police verification shall be done for all such passports issued.

Documents

  • One of the two requirements below:
    1. A verification certificate (Annexure “F”).

      1. The applicant’s passport size photograph must be affixed on the verification certificate. It must be further attested by the officer issuing the verification certificate with his/her signature and rubber stamp in such a way that half the signature and stamp appear on the photograph and half on the certificate.

      2. If the applicant has resided at more than one place during the last one year, all previous addresses with the relevant dates must be mentioned.

      3. This verification certificate must be signed by any of the following:
        1. An Under Secretary/ Deputy Secretary/ Director/ Joint Secretary/ Add. Secretary/ Special Secretary/ Secretary/ Cabinet Secretary to Government of India.

        2. A Director/ Joint Secretary/ Additional Secretary/ Special Secretary/ Chief Secretary to a State Govt.

        3. A Sub-Divisional Magistrate/ First class Judicial Magistrate/ Additional DM/ District Magistrate of the district of residence of the applicant.

        4. A District Superintendent of Police, DIG/IG/DGP of the district of residence of the applicant.

        5. A Major and above in the army, Lt. Commander and above in the Navy and Sq. Leader and in the Air Force.

        6. The General Manager of a Public Sector Undertaking

        7. All members of any All India Service or Central Service who are equivalent to or above the rank of an Under Secretary to the Government i.e. in the pay scale of Rupees 10,000-15,200 or above.

        8. Resident Commissioners/ Additional Resident Commissioners of all State Governments based in Delhi.

        9. Concerned Tehsildars or Concerned SHO for an applicant staying in the area under his/her jurisdiction.

        10. The Chairmen of the Apex Business Organizations i.e. FICCI, CII, and ASSOCHAM in respect of owners, partners or directors of the companies that are members of the concerned Chamber in prescribed performa as at Annexure “J”.

      4. Anyone who issues an incorrect verification certificate may be prosecuted under section 12(2) of the Passport Act, 1967.

      5. The passport issuing authority shall retain the right to verify in writing the authenticity of the verification certificate from the official who issued it.

    2. Submit three documents from the list of fourteen documents as mentioned below, provided one of the three documents is a photo identity document and at least one of three is among the documents at (a) to (i).

      1. Electors Photo Identity Card (EPIC);

      2. Service Identity Card issued by State/Central Government, Public Sector Undertakings, local bodies or Public Limited Companies;

      3. SC/ST/OBC Certificates;

      4. Freedom Fighter Identity Cards;

      5. Arms Licenses;

      6. Property Documents such as Pattas, Registered Deeds, etc.;

      7. Rations Cards;

      8. Pension Documents such as ex-servicemen’s Pension Book/Pension Payment order, ex-servicemen’s Widow/Dependent Certificates, Old Age Pension Order, Widow Pension Order;

      9. Railway Identity Cards;

      10. Income Tax Identity (PAN) Cards;

      11. Bank/ Kisan/Post Office Passbooks;

      12. Student Identity Cards issued by Recognized Educational Institutions;

      13. Driving Licenses; and

      14. Birth Certificates issued under the RBD Act.

  • standard affidavit (Annexure “I”) on non-judicial stamp paper duly attested by a Notary.

  • Application.

  • Supporting documentation.

  • Color photographs with white or light background.

All of the documents listed above must be produced in original along with self-attested copies.

Fees
Tatkaal fees are in addition to the regular passport fees and are as described below:

Passport Refusal
Subject to the other provisions of this Act, the passport authority shall refuse to issue a passport or travel document for visiting any foreign country under clause ( C ) sub-section 5 of anyone or more of the following grounds, and on no other ground, namely:

  • that the applicant is not a citizen of India.

  • that the applicant may, or is likely to engage outside India in activities prejudicial to the sovereignty and integrity of India.

  • that the departure of the applicant from India may, or is likely to be detrimental to the security of India.

  • that the presence of the applicant outside India may, or is likely to prejudice the friendly relations of India with any foreign country.

  • that the applicant has, at any time during the period of five years immediately preceding the date of his application been convicted by a court of India for any offense involving moral turpitude and sentenced in respect thereof imprisonment for not less than two years.

  • that criminal proceedings in respect of an offense alleged to have been committed by the applicant are pending before a court in India.

  • that a warrant or summons for the appearance, of a warrant for the arrest, of the applicant has been issued by a court under any law for the time being in force or that an order prohibiting the departure from India of the applicant has been made by any such court.

  • That the applicant has been repatriated and has not reimbursed the expenditure incurred in connection with such repatriation.
