They said they don't know the reason why it was delayed. But the senator did get a very blunt response from the USCIS stating they are doing...

No I did not get any RFE. Based on my experience, there is no pattern. I think it just depends on the officer who receives your case.

Unfortunately informed delivery is not available at my address. Is there any other way to make sure I receive the EAD card safely?
