Priority Date vs Receipt Date
Hey I have a question:
Does the USCIS makes final decisions based on your priority date (EB3 with priority date of PERM 02/2018) or based on receipt date of the i485 (10/2018)?
Also is it luck involved in adjustment process? I have seen people submitting the adjustment at the same time, same office and one can take 9 months the other one 2 years?
