EB2 visa - Consular Processing

Interview at US Embassy on July 19 2017
Told to expect our passports and visas in 1-2 weeks
Still waiting with no contact from the embassy - they still have our passports
Told yesterday by the NVC that no visa numbers available as category retrogressed!
August visa bulletin states that EB2 Worldwide will become current again on October 1
Anyone else with similar experience? I need to understand the process from this point forward and whether EB2 will definitely become current on October 1 and we can expect our visas in October?
