VO: 11 years and 9 months? That means you are close to 12 years.

VO : You have stayed in Norway for 4 years?
Me: Yes. It was way back in 2008.I was working as a senior software engineer that time. I returned to India in 2012.
VO: <Does not react over this>...there was pause for 2-3 seconds.
Me: And sir, my last visit was at Taiwan in May 2017 for 2 days for business purpose.
VO: Ok. How long you will stay in US for this business meetings?
Me: Sir. 3 weeks.
VO: What will you do for 3 weeks? Do you have any schedule?
Me: Yes Sir, I have schedule ready with me. <I started taking out schedule from my papers> But, VO stopped me.
VO: It is ok. No need for Schedule.
VO: <waits for few seconds. He is looking into his computer>
VO: We are sorry Yogesh. Due to strict USA visa regulations, we can not grant you visa this time.
<VO takes out 214 B and returns my passport along with 214 B. >
VO: You can go through this 214 B form which states reason for not approval of VISA. All the best Yogesh. Thank you for your visit.
Me: Thank you sir. <I left the counter>

I really did not get where I am wrong. Please help me. Does this all depend upon mood of VO?
