I got my L1B approved today.
 
I clearly see the following factors play a major role

1) Your company - if yours is a US company you have an upper hand

2) Salary in India - this was asked to every candidate.
Most of those whom I observed had a pay of 9-12 lakhs per annum

3) Specialization - if you use vague terms, they wont believe. Keep it short and specific. You cannot say I specialize in a tool - I heard this many times - to me if train a person in a tool, he/she can pick it up soon (considering he/she is smart)
You got to specialize in a process, technology,product - always has a better impression

4) Education - A candidate studied his MS in Mechanical Engg and works on IT - now, this is so strange is I was Visa officer - what is the point?

Most of them are not aware of the requirements of L1B - especially blanket. You have no choice but to prove you have special skills that no one in US can do. If you are not confident - I suggest you apply for individual petition.
