get I551 stamp from out of state USCIS office?

Hi our green card were issued and got LOST by USPS in transit to our address. We are now trying to get an appointment to get I551 stamp on our passports so we could travel out of US in early December. We can't make any appointment so far with our in state local USCIS office. WE found the USCIS office in the neighbor State has so many available appointments. Do you know if we could have our passport stamp with that I551 in out of state USCIS office.
