Suggestions for Immigration to Canada

I am looking for immigration to Canada.

I found couple of options
1. Immigration to Quebec
2. Other places except Quebec.

Now I have a few questions on my mind, please help

1. I found as computer programmer, immigration only to Quebec is possible - Is my understanding correct?

2. How is Quebec different from other places?

3. Is Quebec a safe place to land?

4. If I get PR for Quebec, can I migrate to other places in Canda?
