File new PERM and I-140 after changing jobs on H1B

Hello,

I am told that if you change job from Employer A with whom you have approved PERM and I-140 to Employer B then Employer B will have to file the PERM and I-140 again. Is that correct.

I am also told by some that according to new Obama Executive order if you change your job to employer B then Employer B does not have to file for new PERM and I-140 , you can retain your old approved PERM and I-140. Is that correct.

Please help me to understand which one is correct.
