Can I apply for F1, while I have approved I-140 EB2 (which is under process?

USCIS has approved my I-140 Immigrant Petition for Alien Workers for the EB2-NIW category, and I have also received an I-20 from a university. However, considering the significant backlog, the National Visa Center (NVC) is expected to take up to 2 years to process my case for an immigration visa. In this situation, I wonder if I can apply for an F1 visa without encountering any issues or complications with my EB2 status since EB-2 is an immigrant visa, while F1 is a non-immigrant visa.
