He can not retain F4 Priority date. It used to happen in the past but those days are gone.

F3 is Married Sons and Daughters of U.S. Citizens. I don't think your cousin is US citizen yet.

Only option they have is to file under F2B if son is unmarried and remain unmarried till parents become US citizen. That's how he will be able to retain priority date of F2B petition by converting petition to either F1 if unmarried or F3 married (after parent's naturalization) Getting married before parents naturalization will revoke F2B petition. It's same forms and procedure followed for your F4 petition, just category is different.

hi Popat, I have a query. One of my cousin got F4 visa in October 2017. Unfortunately one of his son is aged out and didn't get the benefit of CSPA. So my cousin, his wife and one son migrated leaving the elder one in India.
Now my query is, is there any option to get him in US without losing the filied priority. there PD was Oct2nd 2003. Can he be considered under F3? if so what form to be filed. If you have any idea please help me with details.

No, No movement in any category. But some one Whoes PD 02 March get replied that u will get IL very soon. At present they r working on backlogs. Some people with PD in Dec 2003, early Feb 2004 gets IL in May. Let's keep fingers crossed.

When they said soon..do they mean this month for May bulletin or for June..?

No IL issued by NVC for Any Category for May 2018. Hope that Today or tomorrow will get some news regarding IL.
