My husband refuses to give me my sealed immigrant packet, what to do?

The relationship between us is chilly at best. He was the one receiving the immigration visas and the sealed packets (of the latter I didn't know) for both of us. He gave me the visa but not the envelope.
He has already activated his visa and I haven't because I don't have he envelope. We are in Canada now. Is not giving me the packet tantamount to any kind of offence? How can I scare him into giving me the envelope?
