I am currently in USA with H-1B visa and wife has H4 visa. My wife's passport is getting expired by Dec 25 2014. Currently she needs address proof for applying her passport renewal as per below mentioned policy in www.passport.blsindia.usa.com:
She cannot produce State ID or Utility bill since she in H4 visa.
Notarize office asking for original apartment leasing document for which leasing office is saying "no" as they already provided a copy of it.
Now the last chance is producing her driving license (TVDL). But the issue is, license states "Not valid for identification". However, notarizing office is agreeing to notarize the copy of TVDL.
Question is:
Will Indian consulate in Chicago accept TVDL, which states "Not valid for identification" ,as an address proof?

Notarized Photocopy of a residential proof of the applicant (Driver’s License, State ID, Utility bill such as gas, electric or water or Rental Lease agreement or Home Mortgage bill. Other bills or documents will NOT be accepted as proof.
