Applying OCI in FRRO Chennai office

Hi there,

My wife travelling to India and we are thinking to apply OCI card for my 3 months old newborn kid (in USA) in chennai FRRO office. I came to know that FFRO chennai office will take the OCI application only if the applicant going to stay permanently in India.

Is that mean applicant cannot travel to USA at all and stay there for sometime? or am I misunderstood something on this? Can someone from here who did applied OCI card in FRRO chennai office / anyone who knows the detail can help me on my question above?
