OCI Help, San Francisco consulate

We had applied for OCI for the entire family (Me , my husband and daughter). Mine and my husband's OCI got approved but my daughter's OCI application got rejected. I don't know the reason as to why it got rejected. The status says

Photo/Signature Scanned On 03-NOV-2010
Registration Status Rejected On 03-NOV-2010

I send email to the consulate and tried reaching them on phone trying to get the reason as to why it got rejected but nothings seems to work.

Is there any way to find out why my daughter's application got rejected or should I just wait for then to send me the reason.

Any leads on this is highly appreciated.
