Dear sirs, Is the owner of a villa in Italy required to provide the Italian Government passport number of their client if they collect VAT tax from the the client?

I recently stayed at a villa in Italy *and was charged 10% VAT tax on the total of my bill but the owner of the villa never asked for*or recorded my passport. Am I still required to pay the VAT?
