Change of name on indian passport (due to marriage)

I cannot seem to get the right process to apply for change of name on indian passport. My wife has green card with her married name now but still has maiden name on passport. Someone from embassy (over ph) said to put an ad in indian and US newspaper..that doesn't sound right. Does anyone know where to go for correct info and how to apply? I live in washington DC.
