8th year H1B and job change

Hi

I am on 9th year H1B with current employer files labor - going in snail pace. (no results). With layoff coming..doesnt look like any luck..

I got another job offer with labor substitution...Will H1B Xfer and I-140 filing (based on substitue labor) suffice? Do i need to take care of any document from current employer? Does skill set of current labor and new preappvoed labor needs to match?

Please help ..!!
