Can I apply for a B2(Visitor Visa) when my H1B stamping is stuck with 221g

I came on a holiday and when I went to VISA stamping was given a 221g for no client letter.
Have submitted the client letter and its been 2 months but no response from the consulate.

It very hard to continue paying rents and insurances in US dollars for months when Im not paid...

Please help me with my case....
I was employed by company A and I was working at Clients Place for a project. I had a visa approved in April 2011 valid upto April 2014.
I came to India in December 2011 for a vacation and went for Visa Stamping in the same month. Visa officer was not convinced...

I had my PAI on 11th April 2012 in Mumbai, VC asked me total 5 questions and handed me 221g blue slip. Don’t know what she judged in those five minutes.
