Does J-1 Visa for ESL Program Require 2 year foreign residency?

I have a J-1 visa that I got back in 2001 for ESL Language Learning Program . Does my J-1 VISA has the 2 year foreign residency requirement? If yes, can I file form I-612 to waive the requirement?
