    citizenship of a minor living abroad

    hello,

    my sister is a green card holder since 2000 but lives abroad with USCIS permission. my dad died recently and now we are not sure if we can apply for her citizenship.
    my wife is a USC and I am curious how can my wife appeal for her to get her citizenship.

    Also, will her living abroad have a problem??
