In the N. 400 (Application for Naturalization-citizenship) question # 27 it states:
A Have you EVER received a suspended sentence, been placed on probation, or been paroled?
B. If you answered "Yes", have you completed the probation or parole?
So in other words the person could just be released without having to do probation, halfway house, etc., and the person didn't qualify under a parole as described below.
