J1 to M1

one of my friend came on j1 visa but his visa was terminated by his employer.now he applied for change of status to M1 but he denied for M1,reason for denied is some error in his sevis.he dont know whats the reason of showing error in his sevis .he tried to find out from his employer but the employer was not responding him.
can any help me how can my friend change his status J1 to M1 at this moment?
