I have the following situation: I am doing PhD at one of the private universities in the USA, I received a J visa a year ago, in Kazakhstan. The visa was approved for me, but for some unknown reasons, the visa officer ticked the DS-2019 form (and the visa stamp) that I am subject to 2 year home residency requirement based on "The exchange visitor skills list".
However, my country of citizenship (not Kazakhstan) is absent from this skills list, and the instructions on the website travel.state.gov read:
That is, the requirement was put onto me presumably by mistake. Could you, please, tell me what can be done in such a situation? Is there any way to appeal the requirement?
I am thinking about getting a second passport, and with this clean passport get another J visa in some other country, hoping that this time the visa officer will not mess up and will be able to fill out the form correctly. Is it possible to do this? Will be super grateful for any help. Thanks!
