Employer abused while on H1-B

I worked for a certain Employer for 2 years. During this time my employer never paid me on time although I was on a project and screwed up my immigration. He did not run my paychecks for 6 months although I was on a project. He paid me for this time 2 years later by backdating the paychecks when I threatened that I would complain to the DOL. I don't work for him anymore but I still want to file a complaint against him at the DOL as he is luring innocent fresh out of college Indian students to join his company.
Does anyone think I have a case against him? How do I file a complaint at the DOL.
Please advise.
