H1B Bridge Petition - I-94 not expired; Visa expired

Hi,
My H1B visa is expiring on Apr1st 2013 and I-94 is expiring on 10th Apr 2013. Currently, my employer has filed for an H1B extension. However, another Employer is interested to initiate a H1B transfer.

What if the new employer initiates the extension after my Visa expiry date an before I-94 expires? Is it considered as bridge Petition?

I would like to understand whether a petition is considered Bridge or Independent based on Visa expiry date or I-94 expiration date?
