Cap-Exempt H-1B - Am I qualified?

Hi Friends,

I got H-1B petition approved in 2008 and got the H-1B visa stamped on my passport also in 2008. But I never used the visa to visit the US.

And the H-1B petition was revoked by company in 2009.

Can any friend confirm whether I am qualified to apply for the Cap-Exempt H-1B Petition/Visa now?
