Marriage after COS from F1 to H1B

This year my employer applied for COS from F1 OPT to H1B. I understand that the H1B comes into effect from 1st October. I am curious to know:

1) Is it possible for me to go back to India and get married in mid October?
2) Can I apply for my spouse's H4 visa at the same time as I apply for H1B stamping in India soon after marriage?
