H4 to H1b through Change of status or new file?

Hello,

My wife got h1b approval in oct 2008 but due to recession at that time she could not get job and she had to go on h4 within 2months.So currently she is on h4 with about 5yrs gap.I want to know if she (by any chance) gets job offer so what will be her h4 to h1b process that will be through change of status or new filing?
