Is it possible to apply for Renewal and transfer the expired H1B

Hi

I have worked in USA for 1 year on H1B visa and then came back to India. My Visa is expired in 2011 (First 3 years). I am currently in India.
Is it possible to apply for Renewal and transfer the expired H1B?
I am traveling to USA on Business visa for 1.5 month. Is it possible for you to file the renewal of H1 during my visit to USA.
