Can my wife apply GC by Consular Process with her H4, I have H1

update: I got reply from attorney: it doesn't work. My wife cannot submit to consulate

Please help me.
We have only 2 days to submit my applicaiton.

I am in the US with H1.
I submitted my I-140 and I-485 this week.
But my wife is in China currently.
There are only 2 days left to submit forms, for EB3-China jumped back to 2006 (affect from June 1st).

Can she apply GC via Consular process in China?
