Question Re H-4 EAD Rule Approved on 24th Feb

Hello Seniors,

If the primary H1B holder has an approved I-140 with previous employer, will his H4 dependent eligible for H4 EAD as proposed by the new rule. The previous I-140 is also active, not revoked.
Please confirm.
