H4 Application while GC process started

Hi, I am currently on H1B visa ( First H1B- expiring June 2016). My employer is planning to start my GC process this month and I am planning to get married in Nov. I am worried that if the PERM is not approved or still under process come Nov, can I still travel outside the country? Also, will it be an issue for my wife to get her H4 visa while my GC is under process and thirdly to add her name to the GC application, will I need to start over?
Please advise.
