H1-B withdrawal or visa reject? DS-160 question -- Please help!

In my last year visa interview at Hyderabad , embassy found that my end client is **** and I was asked to withdraw my approved H1B. I have signed on the H1 withdraw form and took back my passport.

So, please let me know if this comes under VISA REJECT or not ? While filling DS -160 form I need to answer this question.
