H4 Visa - I539 denied - will it cause any problems while stamping - please help

My question is related to h4b(dependent of H), my wife was on F2(valid till june 2016) last year as I was F1. However, my visa status got changed to H1b last year and my employer didn’t file for H4b at the same time for here and hence I filed h4b for her in September 2015. but, she had to leave to India due to an emergency while I539 was still getting processed and in march they sent a denial notice for the same. She is in india right now, trying to get the stamping done for h4b through a visa consulate, will this affect any chances of reentry and while submitting DS-160, do i need to mention that she has been denied visa earlier.
