Can i transfer my H1B before my spouse comes to USA on H4 visa

Hi Friends

Presently i am in USA working for Company X. I got better offer in Company Y. Recently my wife got H4 visa with my old company (X) supporting documents.

Can i transfer my H1B from Company X to Company Y before my wife comes to USA ?

If company Y is ready to do my H1B transfer in premium process, can i bring my wife to USA after 3rd day of my premium process?

Please help me on this...Since i have to join in new company soon and i have to bring my wife here because of so many personal problems.
