H4 visa stamping without H1B stamping

I am on H1B visa in the US and have recently changed jobs. My wife is here in the US with me on H4. I have not gone back to India to re-stamp my H1B visa. Is it safe for my wife to go back to India (Kolkata) to visit her parents and get her H4 stamped without me stamping my H1B. I am not sure how the current situation is after the Trump ban and if that might play an effect in this scenario even though I have all the approval documents, both for me and her. I hope some one can kindly shine some light on the situation.
