Filing H1 extension after H1 transer

Hello.

I got controversial info regarding H1 extensions and transfer and need some clarification.

1. Does "Last acrion rule" apply if I'm doing H1 transfer or H1 extension?
2. If I file H1 extension with Employer A and then file transfer with Employer B. How does it work?
3. If I apply it other way around: Transfer to Emp.B first, and then Emp. A files an extension. Is there any difference?
