Can I return to USA in last 90 days of OPT

A student is on OPT.

Can a student come back to USA on OPT in last 90 days of OPT in following situations?

*1 Student's H1B gets denied.
*2 Student's H1B is approved but she does not opt to get it stamped.
*3 Student's H1B filing is in process but not yet approved.
*4 Student's H1B visa has not yet been filed


Further is there any rule for abroad travel restrictions, during last few days on OPT?
