Urgent: What date is printed under "Issue Date" section of US Visa for H1B?

What date is printed under "Issue Date" section of US Visa for H1B? Is it same date when consular approves the visa after interview? Or is it the 'start date' as mentioned in i797 form? (My visa interview date is 2 month before my i797 start date). Please help, thanks in advance!
